Basic principles have been developed and justified for creating a global system of ionospheric process diagnostics. Results of previous experimental investigations by the method of multiposition Doppleroscopy are presented. A theoretical analysis has been given to phase variations of the probe radio signals. Frequency dependence of Doppler frequency shifts is analyzed for various model representations of the ionospheric layer structure. The results of the research can be used within the frame of the Space Weather National Scientific Concept.
