First developed the methodological basis of accounting, the elasticity of individual groups of goods in the formation of the tariff policy in the port area of the implementation, as a single, and a differentiated approach to individual countries and ports (on the example of the EU) and proved the basic principles of pricing individual groups goods. The necessity to supplement the existing principles of tariff policy in the port area such as: "compulsory indemnity direct costs only" and "minimum list of items cost" (as opposed to the minimum and maximum tariff rates), and the recovery of external costs (environmental, safety activities, and social) of the relevant international, state and local funds. Developed further methodological study estimates future transformation of the world transport system based on an study of threats and benefits of the development strategy of the EU transport sector by 2050. Approaches and conducted the valuation of the Strategy for the global transport system in terms of increasing the cost of construction vehicles and growth operating costs are reasonable implications for international trade increase in the cost of transport, the possible ways of compensation of scale (higher tonnage). Estimate the probability and possibility of unconventional solutions, such as the use of coal-fired steam turbine, (bulker "River Boyne").
