The manuscript of book chapters 4-6 are mainly prepared. The methodology of the life time prediction for specimens with stress concentrators is presented. The application of strain and energy parameters to describe the regularities of fatigue crack initiation and growth is analyzed. It is justified a new concept for development (choice) of the railway high-strength wheels steels. It is shown that the resource of aircraft component and steam pipe of the thermal power plants after long term service are caused by changes of the structural-phase state and the physical and mechanical properties of structural steels and alloys (degradation of materials) and also by mechanical and corrosion-mechanical defects accumulated during the operation (degradation of structural elements).5481
