Object is a sphere of administrative services. The purpose of development is to identify major trends and challenges of reforming of administrative services at city. Kyiv, districts and optymizaiya system of administrative services to create the most favorable conditions for the subjects appeals quality administrative services. Methods based on the principles of system analysis, aggregate general and specific research approaches of scientific knowledge. In some cases, the goal used methods of comparison and expert assessments. The result of this work - Policy Briefing, including the definition of the legal framework that regulates the processes of administrative services, analysis of the experience of the former Soviet Union in reforming the system of administrative services, organization of public services in Kiev center of administrative services, the criteria for performance evaluation of administrative services, problems in the area of administrative services that need to be addressed in the process of reform, the main directions and tasks of reforming administrative services.
