Problems of land utilization and protection are related to the terrestrial organization of agricultural landscapes, economic incentives of land protection measures as well as to land investment attractiveness. To solve the problems one has improved methods of calculation of amount of money reimbursement in the process of exchange of unequal land plots in arrangement of the territory of land utilization. It is proposed to apply methodic approach to determination of social priority types of utilization of agricultural lands on the base of method of hierarchy analysis. The work presents theoretical and methodological fundamentals of the mechanism to increase efficiency of land resources utilization by means of determination of institutional preconditions of their transformations into capital and introduction into the processes of institutional support of agriculture and also describes improved methods of determination of size and mechanism of lease payment for agricultural land, as well as system of economic instruments for rational utilization of agricultural land. Methodical approaches as to the use of eco-energy analysis of regional agricultural system by the method of adaptive management are suggested. The choice of promising model of agricultural form of organization using for making decision some related benefits is proved. The method of correction factor use for relief to clarify the ecological stability of the territory on arable land and its differentiation by the action of some erosion-forming factors is developed. Some ways of realization of a new methodological approach as to implementation of standard monetary valuation of non-agricultural lands (outside of the settlements) are proved in Ukraine. Standards of capitalized rental income and factors to be applied in the determination of standard monetary valuation of land plots are suggested. The station GNSS of observations on the astronomical ground of land management faculty of LNAU is organized in order to perform navigation satellite observations and to determine the coordinates in the global geocentric coordinate system WGS-84. To perform calibration, certification of electronic distance meters and electronic total stations the base is created for the determination of phase delay of 30 m length; it is fixed by points of long-term storage in a form of thermostatted pipes, they are concreted below the freezing ground, with holes for forced centering of geodetic instruments.
