The object of research is the processes of practical implementation of competitive intelligence tools in security-oriented management of innovation and investment development of industrial enterprises of strategic importance for the national economy and security. The subject of the research is the tools (approaches, methods, measures) of competitive intelligence in security-oriented management of innovation and investment development of industrial enterprises of strategic importance for the national economy and state security. The purpose of the study is to provide further development and practical implementation of modern tools of competitive intelligence in the process of security-oriented management of innovation and investment development of enterprises, as well as a special area of ??business consulting and fraud prevention. Updated methods and tools were used: synergetic method, data mining analysis, economic and mathematical forecasting using multidimensional statistical analysis using STATISTICAV5.5A software packages, method of scientific generalization and systematization; provisions of the theory of entropy. The project provides a theoretical generalization and proposes a new solution to the applied problem of developing applied principles to ensure the development of tools for competitive intelligence and security-oriented management in a transformational economy. A new scientifically sound toolkit of competitive intelligence for security-oriented management is proposed. The content of the business protection system in the strategy of development of innovatively active enterprises, which is implemented under conditions of uncertainty and ambiguity of economic and legal processes. The main criteria of the business protection system are proposed: legality of actions, respect for the rights of third parties, economic feasibility, complexity, planning, continuity over time.
