 The object is the quality of life of pensioners. The goal is scientific substantiation of the directions and mechanisms of implementation of the inclusive policy of ensuring the quality of life of pensioners in conditions of demo-economic imbalance on the basis of social justice. Results – the main trends of the demographic development of Ukraine were formed and substantiated, taking into account the impact of a full-scale war; a forecast of the levels and risks of monetary poverty of pensioners was built according to various scenarios of the development of events; researched the consumer possibilities of persons of retirement age before and during the military conflict; the most likely changes in behavioral strategies regarding the consumption of elderly persons during the war and in the first post-war years were estimated; the availability of social services for pensioners was assessed; the expediency of supporting and encouraging the elderly to social activity after the end of labor activity is substantiated; priority steps are proposed to maximize the effectiveness of social policy aimed at the needs of the elderly; assessments of the prospects of achieving a higher level and quality of life of pensioners at the first stages of the post-war revival were carried out.
