Subject of research - scientific and methodological approaches of fiscal systems' monitoring. Goal of research - to substantiate a proposals on improvement of the approaches to monitoring of fiscal system of Ukraine under economic reforms. Research methods - analysis and synthesis, logic synthesis, historical, and other methods of knowledge of socio-economic phenomena and processes. The research contains: - the study of theoretical and methodological basis for fiscal systems' monitoring undertaken by international financial organizations and governments around the world to ensure fiscal stability; - general conclusion on theoretical foundations for selection of indicators of fiscal sustainability; - determination of the conceptual approaches for selection of risk assessment of government debt refinancing indicators; - analysis of experience of fiscal rules application in fiscal systems monitoring; - summarizes of foreign experience with the post-crisis fiscal reforms, and improving their condition control; - generalization of the former Soviet Union countries' experience of conducting budget monitoring and monitoring of the budgetary funds and local authorities; - analysis of EU policy on ensuring budget discipline at the present stage; - analysis of normative and legal regulation of budget process monitoring in Ukraine; - formulation of the scientific approaches to creating a unitary government financial information system; - formulation of proposals for local budgets' monitoring and evaluating of local governments' activities; - formulation of the scientific and practical proposals to improve institutional support to the monitoring of fiscal system of Ukraine under economic reforms.
