Within the framework of research work found out general and personal lines in maintenance and essence of transparency of budget and certain and the grounded stages of transparency, the main features of participation of public are indicated on the different stages of budgetary process of budgetary sphere of Ukraine, and also the grounded principles of organization and functioning of the informative system "the Transparent budget". The positive moments of world methodology of control of budgetary charges are lighted up in accordance with programmatic principles due to budgetary facilities, or vice versa.
