PROCLAMATION

on the National Repository of Academic Texts

The Common Part

 

  1. This Proclamation defines the purpose, structure and principles of the National Repository of Academic Texts (hereinafter – the National Repository).
  2. The National Repository is a nationwide distributed electronic database in which academic texts are accumulated, stored and systemized.

Full name of the National Repository in English — the National Repository of Academic Texts.

  1. The main purpose of the National Repository is to promote the development of educational, scientific, scientific and technical, innovative activities by improving access to academic texts and promoting academic integrity.
  2. This Proclamation shall have the following meanings of terms:

1) academic text is author’s work of scientific, scientific and technical, educational character in the form of a dissertation, qualification final work, scientific publication, scientific article, report in the field of scientific, scientific and technical activity, deposited scientific work, textbook, tutorial, other scientific and educational and methodical works;

2) dissertation is an qualifying scientific work that reflects the scientific results of the author’s research and is submitted for the degree of Doctor of Philosophy (Candidate of Sciences) or Doctor of Science;

3) institutional participants are legal entities, in particular, higher education institutions, scientific institutions, scientific publishers, organizations, libraries that submit academic texts to the National Repository;

4) qualification graduation work of the higher education applicant is an independent work that is prepared for public protection to submit for the degree a junior bachelor, bachelor, master, junior specialist of educational and qualification level;

5) users of the National Repository are legal entities and individuals, namely: higher education institutions, scientific institutions, scientific publishers, libraries, authors and other interested persons who have passed the registration (authorization) procedure;

6) the National Repository Manager is a legal entity that directly ensures the functioning of the National Repository in accordance with this Proclamation and the Regulation of the NRAT’S work (hereinafter – the Regulation).

Other terms in this Regulation are used in the meaning given in the Laws of Ukraine “On information”, “On scientific and technical information”, “On scientific, scientific and technical activities”, “On higher education”, “On innovative activities”, “On copyright and related rights”, “On electronic documents and electronic document flow”, “On information security in information and telecommunication systems”.

  1. Academic texts stored in the National Repository are copyright objects and protected by legislation.
  2. The resources of the National Repository are ancillary means of examination of academic texts on plagiarism.

The National Repository structure

  1. The National Repository consists of a central repository maintained by the National Repository Manager, and local repositories maintained by institutional participants, which include such types of academic texts in electronic form:
  • dissertations for the scientific degrees and abstracts of dissertations;
  • qualification graduation work of higher education applicants;
  • articles in scientific publications, including all articles (set of articles) on the basis of protection of which the degree has been awarded;
  • monographs, including those for which a scientific degree has been awarded;
  • scientific publications;
  • reports on scientific, scientific and technical activities;
  • deposited scientific works;
  • textbooks, tutorials and other scientific, scientific and teaching materials;
  • publications published by authors on online platforms for the exchange of scientific publications.
  1. The National Repository includes all academic texts, regardless of the date of their creation and promulgation in accordance with the established procedure in Regulation.
  2. The National Repository Manager establishes a register of academic texts that is open and contains bibliographic information about academic texts included in central and local repositories, as well as published electronically or in paper form.
  3. The bibliographic information and descriptions that is provided by legislation are used for systematizing the academic texts of the National Repository.

Basic principles of the National Repository function

  1. The owner of the National Repository is a state, represented by the Ministry of Education and Science, which determines the National Repository Manager and approves the Regulation.
  2. Submitting theses and qualifications of higher education applicants to the central repository is obligatory.

The founders (co-founders) of scientific and educational publications, their editions are obliged to submit to the central repository a complete bibliographic description and annotations of publications and articles published in the respective issues of the editions, in order to form a register of academic texts.

Higher education institutions and scientific institutions place texts of qualifying final papers of higher education applicants in their local repositories and make them available in accordance with the Regulation.

Higher education institutions and scientific institutions place texts of dissertation for obtaining a scientific degree and abstracts of dissertations in their local repositories and submit them to the central repository.

Institutional participants who submit academic texts to the National Repository are responsible for the authenticity, accuracy and completeness of the information presented.

Individuals who are the authors of the academic texts have access to the National Repository in the mode of placing the academic texts after having undergone the corresponding authorization in accordance with the Regulation.

Users get free access to the information of the National Repository via the official National Repository web portal.

  1. In accordance with the legislation the National Repository may carry out information integration with other databases, in particular, open data resources of Ukraine and other countries; bases of central executive bodies.
  2. The Regulation defines the procedure for filling the National Repository with academic texts, the procedure for their storage, systematization, processing, provision of information in open access, interaction with institutional participants and other users, the use of analytical tools, etc.
  3. The National Repository Manager ensures the use of the information of the repository, provides users the access to information, prepares directories, registers, analytical materials, other information and reference resources, carries out systematization and other analytical work in accordance with this Proclamation, Regulation in accordance with the legislation.
