The article studies national legislation and international experience on the theoretical foundations of budgetary decentralisation, and considers the European experience of administrative, political and financial decentralisation. The tasks of the research of the work is to study ways to reduce inequalities in the formation of budgetary potential for the socio-economic development of local communities in Ukraine through the use of decentralisation instruments, including: (1) studying the theoretical foundations, prerequisites and problems of the transitional stage of the decentralisation reform in Ukraine; (2) identifying the problems of forming local budget resources for the development of territorial communities and opportunities to improve fiscal instruments for the development of territorial communities in the context of decentralisation; (3) assessing whether the powers delegated to local governments to provide public services are in line with the appropriate resource base; assessing the state of decentralisation of local budgets and asymmetries in the socio-economic development of communities; (4) identifying problems in the system of intergovernmental relations and outlining ways to overcome the asymmetry in the socio-economic development of territorial communities by improving the horizontal and vertical equalisation of the tax capacity of local budgets. popup.nrat_date 2024-12-09 Close
