The paper analyzes the experience of foreign countries on topical issues (digital agenda, digital government, digital inequality) that are an integral part of digitalization and influence each other. When analyzing the reasons that lead to the success or failure of digital government, we found that current research is divided into two main areas: the study of tools and program initiatives by government agencies and the issue of citizens' receptivity to innovation. It is determined that the trust of citizens is an indispensable condition for the success of digital transformation at the state level, where the principles of transparency and absence of corruption, strong technological and institutional foundations for the implementation of development strategies must be implemented. It is indicated that the overall process of government digitalization can be viewed as four successive stages: digitalization of government technologies, transformation, interaction of management elements, and contextualization (policy implementation). It is concluded that in the digital agenda, only comprehensive measures to improve the standard of living of citizens can become an effective tool for solving the problem of public resistance to technological development. The successful functioning of the digital government is based on nine components of evolutionary development, where the final stage should be the digital ecosystem of the State.
