Amidst the transformation of social relations, the complication of socio-economic processes, and the rise in latent crime, finding theoretically sound and practically effective approaches to improving state policy in the sphere of criminal justice gains particular relevance. Existing challenges indicate that criminal law policy is often fragmented and reactive, failing to ensure the systematicity and predictability of legal regulation, and does not always correspond to real criminogenic challenges. A key problem is the insufficient coherence of criminal law norms with the state's general security strategy. Frequent changes to criminal legislation, the lack of unified conceptual approaches to defining types of liability and sanctions, and the excessive criminalization of certain acts create a situation of normative instability. This negatively affects the effectiveness of law enforcement, complicates the formation of stable judicial practice, and generates conflicts utilized by criminals to evade responsibility. Resolving this issue requires transitioning from situational norm-setting to a scientifically grounded, long-term strategy for the development of criminal law. Equally significant is the matter of improving the crime prevention system, which must be based not only on criminal law mechanisms but also on socio-economic, organizational, educational, and informational tools. Current practice demonstrates that prioritizing punitive measures over preventive ones does not ensure a sustained reduction in crime rates.
