The aim of the elaboration is to work out the methodology and the set of computer aided means for creating automated systems to control the objects in electrical systems on the base of the modern information technologies. The developed system includes the original structure and the program frame based on the CAD technology. The graphical interface of an user providing automatic constructing of the models of the given tasks and the information model in the form of the graphical and symbol data and values base were created. The set of computer techniques for creating the diagnostic expert system and the methods for controlling the system operating conditions were worked out. The efficiency of the elaboration as a whole was confirmed by simulating some conditions and working out the diagnostic expert system for the turbogenerator. The results of the elaboration are recommended to 8implementationat the enterprises of the electrical networks and thermal power plants.
