The goal of the work is to improve the project of the procedure. Investigation methods used are analytical and generalization ones. Opinions in accordance with the results of the examination of the Procedure project have been received from eleven ministries, departments, justice and trade-union bodies. All critical remarks and proposals contained in these opinions have been analyzed. Prognosis suggestions as to the development of the investigation object can be presented after its consideration by the Customer for further passage in an established procedure.
