The goal of the work is to prepare recommendations as to the procedure of conducting collective negotiations and concluding agreements followed by the commentaries of the corresponding legislation norms. The methods of investigation are as follows: comparative as well as structural and functional analysis. The sphere of application is regulation of social and labor relations. For the first time in this country a corresponding comparative as well as structural and functional analysis of the available legislative and normative and methodics materials were developed and on their basis for the first time a project of new recommendations as to the procedure of conducting collective negotiations and concluding contracts, collective agreements as well as a commentary to the legislation regulating the collective negotiations, and conclusion of collective agreements and contracts.
