The goal of the work is to draw the project of the Reference Book of Standard Qualification Characteristics of the Positions of State Officers (issue 76). The investigation methods are a comparative analysis, an analysis of literary sources, legislation and normative documents in force. For the first time in the Ukraine the experience of working out position qualification characteristics of state officers in the Ukraine, the Russian Federations, and other countries has been generalized. On the basis of this generalization and in accordance with the requirements of our times and the legislation of the Ukraine in force a project of the Reference Book has been drown. In accordance with the acting legislation the Reference Book project can be used when preparing position instructions for state officers of the central and local executive bodies.
