The purpose of this report is the research of interaction of high-power radio emissions with the ionosphere and the magnetospere. Research technique is theoretical analysis and numerical calculations. The theoretical model of interaction non-stationary powerful radio emmissions with the ionosoheric plasma in a broad band of frequencies ( 1-1000 MHz) which includes the electron gyro-frequency. The detail calculations of non-stationary disturbances of the electron temperature Te and concentration N for power are performed. It is established that Te/Teo< 100, N/No < or = 10. At the electron gyro-frequency the disturbance is much more due to the gyro-resonance. The disturbances in the magnetosphere, as a whole, is much less than ionosphere.
