The main purpose is to elaborate and futher develop a new conception of charged perticles and quasineutral plasma bunches acceleratios and its applications to study physical and chemical me-chanisms related with the influence of such plasma on the surfaces of materials with different kind of conductivity, to make systems for generation and amplification of electromagnetic signals. The method of study is theoretical analysis performed on the basis of computational methods of the theory of hierarchical oscillations and waves. The qualitative description of basic operation principles of the EH-accelerators, and some main physical mechanisms are given. The detail theory of the non-stationary and stationary homogeneous EH- accelerators is developed within the framework of one-particle calculative approach. The linearly, circularly and elliptically polarized systems are also stu died. The possibility of realization of a number of new physical phenomena is shown in such systems.
