The aim of the study is formation guidance fundamentals of CAASC creation. The methods of the investigation are system analysis, methods of the structural analysis, system modelling, processing of expert judgements, combinatory analysis, system methods of the control and examination of the accepted decisions. The result of the scientific-research work is system analysis of CAASC as compound social-technical systems; complex of system models, which reflect representation of CAASC as compound social-technical system; system performance of CAASC creation process; methodology and construction principles of control systems and examination of CAASC design decisions; complex of methods of static and dynamic modelling of CAASC system characteristics. The given researches have enabled to analyse CAASC as compound social-technical system and it's creation process; to construct computer system of examination and control, and also examination of the accepted decisions at all decomposition and CAASC performance levels on the initial development stages.
