The study of interactions and interconnections between the components is able to increase the quality and effectiveness of the regional management under the transitive conditions. The concept of the socio-economic mechanism of the regional development is outworked, either its strukture and functions. The work consits the representation of socio-economic mechanism as a territorial- and branch meaning, as well as its information (monitoring) model. The components of socio-economic mechanism are considered: market of work, processes of social adaptation, production units - industry and agriculture etc. The analysis of regional investments strategy is carried out, either the conditions forming of favourable investments climate. The system of socio-economic monitoring is described; the social state of regional areas/districts i s evaluated and the comparison of aggregated assessments of its socio-economic situations is fulfilled.
