The purpose of this work is elaboration and creating the laboratory model of VSR of decimeter band. There were done such works as: groundation of basic parameters of atmosphere VSR choice, elaboration of main units of the radar and signal processing system models on vertical sound, creating models of main units of VSR and the laboratory model at all; elaboration of mathematical and software maintenance for the signal processing apparatus; testing of the laboratory model of VSR, natural measuring of wind velocity profiles. The prognosis about using the object of research is equipment of meteoservice of Ukraine Big airports, big ecologically - dangerous productions.
