The purpose of work is design of principles of multi-functional radiometeor complexes (MRC). The principles of phase-MRC , intended to time scales collation and information transmission building are designed. A new compensation method of apparatus errors of scales' displacement measuring is offered . A mathematical model of information transmission on a radiometeor channel, that allows to estimate an information transmission in dependence on parameters of meteor apparatus, and algorithmic funds of reveal and correcting information transmission errors attached to help of hindrance-resistant encoding and decoding of information. An experimental researches of designed models of MRC "Metka-11" showed a real possibility to decrease errors at time scales collation less one nanosecond and arrive capacity of information transmission to 100...400 bit/s. Real practical application of the MRC are: collation of time standard and National st andard frequency; time scales synchronization for radiointerferometers with wide bases; frequencies synchronization of supporting generators in digital communication networks; communication networks, not calling for transmission of large volumes of information ( meteorology, geophysics, transport).
