The subject of the research was modern system of social protection functioning on the regional level, the character and orientation of its reorganization, degree of form conformity, methods, ways of social help to specific needs of perticular social groups and layers. The purpose of the research was the search for the ways of improving the system of social protection of the population on a regional level, identifying the most vulnerable groups of the population - so called "groups of victims" and "groups of risk" - who are first to require social help and protection. In accordance with the given stage of the object of research - the most vulnerable groups of the population, content analysis was undertaken of documents, legal acts, orders and laws related to providing social security of particular social groups and layers. The received data have allowed to specify the research methods, to complete working out the tools, to ground the samples. On the basis of the analysis of pilot materials the program of mass sociological interrogation has been cleared out. It provides studying the degree of satisfaction by representatives of the most vulnerable groups and layers of the target social programs, and the degree of taking into account the specificity of their needs.
