The results of tiltmetric - deformation observations near to seismic generating areas Vranchea and Crimea are represented. New data about behaviors of elastic tidal parameters and modern motions in Crimea and Moldova are obtained. The abnormal tilts - forerunners before strong local earthquakes are explored. Is shown, that the short-term forerunners of a deformation origin, as a rule, are no more a ground tide. Therefore, for the seismic prognosis those methods approach which well file a ground tide.
