Novelties: development of a new approach to forecasting of living standards indicators and determination of the guidelines of reforms in the social sphere with due regard to on that basis higher rates of economic growth. Implementation: the results of the research were submitted in the form of research reports to the Ministry of education and science of Ukraine and in the form of the following report messages: "Proposals on the improvement of the possibilities to fund the social expenditures in this country for the period until 2005" submitted to Prime Minister of Ukraine V.Pustovoitenko (No 135-11 of 06.01.1999); "Estimate of the possibilities of budget funding of education in Ukraine in 2000-2005" submitted to Minister of education and science Ukraine V.Kremin' (No 135-429 0f 5.07.2000).
