The authors have shown the expediency of using the main principles of plasticity theory and the mechanics of reinforced concrete fracture to build-up the diagram of reinforcing steel plasticity is carried out. The calculation algorithm is designed and the concrete plasticity build-up dependences are offered, enabling to determine the limiting strains of concrete at the definite performance of tension, at which the device works. The classification of reinforced concrete members, which can be described as completely and fractionally destroyed, is offered. The main features of damage accumulation, which accompanies the process of reinforced concrete fracture from its beginning to the complete completion, are given. The authors have analyzed their own and common experimental data and offered the more complete diagram of concrete deformation on a descending site at a short-lived loading. It enables to make more precise account of rig id change and the sagging of concrete members, working on curving on sites, which are close to fracture. The approach to design the mathematical definition of tensile and deformation and residual carrying capacity of reinforced concrete members are given, which are fractional at lasting and short-lived few cyclic loading of a high level. The engineering requirements, the key construction and technical characteristics of a gear are designed, which allow the cuttings on the concrete surface. The procedure of operations using the designed gear for estimating the technical condition index of exploited reinforced concrete structures is offered.
