Method of the development - the concept and main principles of creation in the USNM were worked out, different variants of construction for this navigation system were analysed, system structure and its main parts interaction principles were determined. Methods of this research are researches carrying out by ES equipment of the RS. Results obtained. 1-th and 2 th package ES RS were made; the broadbandreception antenna to receive signals of the SNS was developed, and the mockup of the antenna was created; the educational schedules to train the experts on the CCNP were prepared; thestructure of URS and the offers on problems of integration USNM intoGNSS were worked out; the draft-desing documentation of the plane antenna and antenna's array from equipment NS were developed in size according to the customer's requirements; the operation USNM in the special period was grounded. Novelty. The quali tative and quantitative system indexes correspond to a modern level of radionavigation engineering development. Efficiency. The deployment NS will allow to generale in Ukraine a navigation coverage according to operating and perspective world safety standards on air and sea transportations and to decide a number of the economic, scientific and defensive tasks. Application Area-navigation of civil aviation aircrafts, navigation on air forces and space vehicles, geodetic shooting,devices synchronization of the uniform time system.
