Conditions, under which the achievements of scientific-technical progress do not lead to the increase of total coefficient of personal risk and can further stay the criterion of the prosperity of humanity, were analysed. The conception of the teaching of the subject Life Safety in higher education establishments was substantiated. According to it the graduates with the "bachelor" degree will be able to provide personal protection, the graduates with the "specialist" degree - to organise the protection of certain social and professional groups of people, and the graduates with the "master" degree - to improve the level of knowledge of people in Life Safety by means of teaching.
