The associations between coefficients, which determine the work resource of a construction and categories of technical condition index, are put in the basis of this model. The algorithm of an inspection of reinforced concrete constructions that includes a restricted field test is designed. It is proved that in some cases the typical criteria of technical condition index estimation of reinforced concrete constructions do not correctly define the technical condition index of a structure on the basis of outcomes of customary engineering survey. That is, in some cases the actual carrying capacity of constructions is considerably underestimated, and in other cases, and it is fare more dangerous, the work resource can be exhausted before the critical magnitudes of bending flexures or crack widths occur. On the basis of new model the procedure of technical condition index estimation of reinforced concrete constructions is made depending on coefficient, which defines the resource of their work. This procedure eliminates shortages of a sample procedure. The algorithm of calculation of reinforced concrete composite beam constructions is designed with using of the real diagrams of the material deforming. This algorithm gives the possibility to estimate stress and strain states of cross-sections at any stage of work from the beginning of a loading before fracture. Having used this method the equations for calculation of reinforced concrete composite constructions with various cross-sections are offered.
