The aim: Investigation of the structure and dynamics of the lower ionosphere from 90km to F region peak and its dependence from solar and geomagnetic activity. The method of investigation: the radiophysical incoherent scatter method. The novelty: by the only at mid latitude incoherent scatter radar the unique data about variations lower ionosphere parameters are obtained. The theory and up-to-date ionospheric investigations are resumed. The empirical model the of E peak height and theoretical model midlatitude ionosphere below F2 region peak was created. The measurements results by Kharkov radar at 2000-2002 according to coordinated dates of CEDAR/LTCS are presented. Seasonal and diurnal variations during severe geomagnetic storm 25.09.98. is presented. The data about the structure and variations Е, Es, F1 layers was obtained. The lower ionosphere parameters determination methodic was created taking into account ionic composition.The efficiency of introduction: experimental data essentially promote up-to-date ionosphere models and solar-terrestrial physics connections. The area (branch) of applications: the fundamental investigations of upper atmosphere and solar-terrestrial connections, lower ionosphere models creation, radiowave propagation prediction.
