The project aimes to design the system of statistical observations in construction sector that would meet international standards adopted at UN and EU levels, as well as by the economies with advanced market infrastructure, and in view of the requirements to statistical information in the conditions of market reforming in the Ukrainian economy. Three stages of the project were completed in 1999 and in I quarter 2000. In particular, there was designed a set conceptual arrangements of statistical observations in construction sector. Subject to scrutinising and analysis has been the system of current reporting scheme and ad hoc reports in construction sector (construction enterprises), as well as that concerning the construction activities by private units (statistics of investments in fixed capital). The project offers the system of short-term observations on the activities of construction enterprises (monthly and quarterly) that involves introducing of new indicators with account of the experience by the Federal statistical office (Germany) and recommendations by international statistical organisations, that is a promotion factor in approaching European standards by the national statistics. In regard of the construction activities of private units, the project involves design of basically new approach to by object records on completed and incompleted buildings on the basis of construction licenses and their realisation.
