For this purpose analysis model which has allowed analytically describe a nature of biphase mechanical system fixed in a basis technical realization of a design is developed for the first time , and the algorithm of designing under the given requirements to parameters of an optimality of the device is offered. On results of work the laboratory model of the flowmeter is made, the project of specifications is prepared and the techniques of complex tests of liquid flowmeters are developed.
