It has been done with taking into account the pluralism of world politology in international relations and its method to formalise the so-called "global society". In the process of the subjest working out it proved that the democratic relations suffer from grave short comings but their equivalent substitution hasn't been found yet. One of the deductions of the theme is that both the fact and the theory each taken separately acquires secondary importance for social evolution. In the first case the existing system is defended and new effective practical reference-points are not suggested. The main conclusion on the results of the investigation: there is no alternative to demosratic policy from the point of view of economic development prospects, optimization of market reforms and guaranteeing the high level of social economic position of citizens.
