The purpose of this work consists in development and application of the information technologies and software for the estimation, forecasting and minimization of the outstandard, critical and extreme situations risk on the basis of the suggested concept and strategy of management by the safety of the technologically and ecologically dangerous objects. The subject of research is the processes of the transition of a regular mode to the outstandard situation, the processes of the transition of the outstandard situation to the critical situation and the processes of the transition of the critical situation to the extreme situation. On carrying out this work on the basis of methodology of the system analysis the concept and strategy of management by the safety of the technologically and ecologically dangerous objects is created and the new receptions of system recognition and forecasting of the outstandard, critical and extreme situations on using the technics of the risk theory and fuzzy sets theory are received which allow to carry out the researches and the forecasting of risk situations in the dynamics of the technologically and ecologically dangerous objects management with the restriction of the time for the formation and acceptance of the decisions; there is developed the strategy and the information technologies of the diagnosing of the technologically and ecologically dangerous objects in the real time for the prevention of the emergency and the catastrophic situations; there are processed the large data volumes about the state of the technologically and ecologically dangerous objects in real time for the forecasting of the emergency and the catastrophic situations .
