The model of the necessary and sufficient indicators of the social tension has been constructed. Its operational verification has been carried out and the technology for the corresponding measurements have been worked out. The monitoring of the social tension dynamics among the different population groups in Ukraine has been carried out. The relation between social tension and protest public moods and their dispositions to the protest forms of behavior have been investigated. The tendencies revealed are the basis for the level of the social tension forecasting as well as the probability of the social outburst.
