The purposes of researchs were such : to obtain conditions of solution the design spectral synthesis for some classis bilinear control systems and linear systems with delay. The results of researches are such: the sufficient conditions of the conditional stability of trivial solution for quadratic systems of ordinary differential equations are obtained. (These conditions were used then for design of a linear law of control on the output for a bilinear system of any order.) In case of homogeneous system a domain of the conditional stability (it is a cone) is indicated also. For linear conrtol systems with delay the design algorithm of feedback conrol is offered.
