This approach incorporates the main direct and indirect influences of the Bill on economic, social, environmental and other aspects of social life, including GDP growth rate and public purchase power. To make objective conclusions the expertise was performed for three periods: Short period after Bill implementation (short-term perspective), when obsolete inertial institutional, economic and mental aspects are not affected by the Bill; During the second period after Bill implementation (mid-term perspective) inertia of obsolete aspects is partially removed due to Bill's impact; During the third (long-term period) the inertia is fully removed. The Expertise is necessary and vital since the State Committee of Ukraine for Energy Conservation is adopting Ukraine's Law "On Energy Conservation" to EC legislation.
