Substantiation of the trends of reformation of financial and budgetary politics of Ukraine in the condition of transition economics and forecasting the results of its implementation. The theoretic conception of reformation of interbudgetary relations in Ukraine concerning formulation of its objects, substantiation of economic principles and criterions for allocation of functional authority is developed; the necessity of taking control over the capital flows is proved and appropriate methods are suggested. Strategic trends of reformation of budgetary and tax system of Ukraine, external debt relations of the government and Ukrainian enterprises are elaborated. The essential constituents of strategy for safety of financial andcredit sphere are worked out. Methodics of definition of tax capacity of the region is proposed. Recommendations for improvement of legislative regulation of the level of indebtedness and loan transactions of the country, increasing of efficiency of budget process in Ukraine are elaborated.
