Absolute values are determined and energy dependence of the radiation strength function for dipole transitions in nuclei with close to magic proton number, Z=28, is studied. It is shown, that in the experimentally difficult energy region near the neutron binding energy the known hypothesis by Axel-Brink about the independence of the processes of gamma-ray absorption and emission by atomic nuclei on their structure, has no support for the medium weight nuclei studied. New experimental data on the formation mechanism of weakly bound neutron rich nuclei in nuclear processes occurring at the heavy ion collisions and on the nucleus-nucleus interactions and structure of exotic nuclei being at the boundary of nucleon stability, are obtained. A new experimental installation is developed to search for the double two-neutrino beta-decay 136Xe with the sensitivity of about 4 times as much as the world analogies. Improved are a supersymmetry and quantum groups methods as well as a dynamical collective model, which is an extended version of the microscopic quasiparticle-phonon model. The application of these for the description of exited states of medium weight nuclei is more successful and universal than of other existing models. Using new experimental data and numerical simulations of the physical processes, the technological regimes of the production of organic scintillator material with upgraded properties are determined.
