Work aim is the select of basic types of perturbations of a solar and atmospheric origin which capable essential to influeence physical processes in near-earth space and a estimate of possibility of their consideration in empirical models of a medium and at a solution of the practical tasks. Basic outcomes: The possibility of infrasound generation of low-frequency wistlers is shown in the ionospheric E-region during perturbations of a various nature, the interval of frequencies is calculated in which their generation is possible. Connection between infrasound and wistlers frequencies is shown. The technique of the wistlers frequencies registration is offered. The reliable variations of an amount of the patients wiyh traumas and other diseases are established statistically at changes solar, geophysical and weather conditions caused by solar rotation. It established periods and types of perturbations which most unfavorable for human health. The outcomes of work can be used for development of models of atmosphere, scheduling of radio engineering systems of various assigning, and also will be used on the following stages of research and in the educational process.
