The results of this research work are addressed to managing structures of various levels interested increase in efficiency of their activity, its enrichment innovation technologies, including regular monitoring of socio-economic development of region. In this work, the definition is made of methodological bases of the description innovation and investment activity - in transitive economy conditions. Then the tools and mechanisms of perfection of the regional development strategy were elaborated. Also recommendation for increase of efficiency of use innovative potential in the socio-economic mechanism of region development are considered. The system of socio-economic monitoring of territory for definition both estimation of a level andquality of life of the population is offered, the influence of these characteristics on social and socio-economic potential of territory are considered. As sources and mechanisms of increase of a level and potential of regional socio-economic development on the baseof innovative model of development are considered: perfection of the social - labour relations; cost labour increase; educational potential; the intellectual property; an enterprise and investment climate; the budgets of development.
