I., Registration Date 02-02-2004 Organization Association "Lviv-Contact", Ltd. popup.description2 This work presents analysis of processes of re-formation of electric power producing sectors of foreign countries, motivations and experience of Ukraine in demonopolization of electric power market as the initial condition for the development of de-centralized power production (DPP). The subjects of this kind of production are Independent Power Producers (IPP). The place of IPP has been defined in the general structure of power production. Analysis of the legal system of Ukraine shows absence of the provisions, restricting activity of IPP. The main principles of activity of IPP have been, namely: use of high, ecologically friendlier power generating and power saving technologies; invariance of the use of raw material resources; free price forming and competition; maximal interaction with power consumers. Technology of minimization of the investment risks of IPP has been proposed, based on the purpose-oriented power audit, implantation of project indicators, mathematical modeling, project management bythe indicators. Methodology of goal-oriented power audit ensures selection of optimal capacity of power generating equipment, operating in the closed system: producer - consumer. Various mechanisms of price forming have been considered and the use of two-rate tariffs has been proposed.
