On the base of analysis of air safety in XXth century the main reasons, causing aviation incidents, were revealed. We found that Human Factor determines the effectiveness and reliability of flying staff professional work; we made an analysis of main reasons, causing flying-and-methodical documentation's violation by crew members and inducing wrong actions. We worked out main problems and a program, which includes the directions of scientific activity in the sphere of Human Factor in aviation in XXI century. On the base of flying staff's training system of XXth century analysis we created organizational-and-technological basis of flying staff professional training in XXI century.
