The purpose of the research - to describe the institutional ground, smeans and conseguences of the state property's privatization under conditions of market transformation. It is shown in the srw that the transition to the official state property's Privatization can be treated as : 1. natural seguel of the processes of bureaucratic and criminal privatization that took place in socialist economics. 2.the sequel of the processes of technologically and orqanizationally defined deep state property manaqement's professionalism. 3.the sequel of the processes of degration of formally bureaucrated, soviet in oriqin,forms of state manaqement and government. An excessive bureaucracy's power is caused by incapacity of the entrepreneurs, that lack professionalism, to co- ordinate their actions.The lack of norms and rules in economic activity,worked out by professionals, causes the need in co - ordinating and regulating state hierarchic system's functions. Therefore, the only way to the real economic liberty is professionalism. The essence of trancaxtion costs of stok market intensive institutional development and distinguishing features of their formation in developed marcet economy and economy in trabsition have been revealed.
