The economical development of region is a complex concept. Aim of work is regional social and economic development strategy. The concept of an strategy formation is designed based of production sequences. Based of Leontiev's dynamic balance model the simulation of a production sequence of the Kharkov region has been conducted. The model of the ananlysis different versions of strategy implementation was built for Kharkov region. Methods of research are tools of Production Sequence Theory, modelling. The regional social and economic policy should have the scientific base. So the regional policy is based on the theory of production sequences. The offered strategies of social and economic development of the Kharkov region were verified with usage of modified static balance Leontiev's model. Calculations on model shows, that for Kharkov region on period up to 2011 the most effective strategy of development is industrial - agrarian sequence, as budgetary receipts from an implementation of such strategy in 9,9 large, than from an implementation of the strategy based on gas and chemistry production sequences.
