It is stated that the aim of the mod-ernization of communities was not achieved. Typical situation in local communities can be characterized with disintegration of social ties and anomie. The main cause of such situation is discrepancy between adopted western model of community and sociocultural specifics of Ukraine. The conditions of community's becoming a subject of self-government are de-termined. It is possible only if based on the own sociocultural identity, that is determined by the sociocultural code. So-ciocultural code is an evolving self-organizing system that has its own structure and functions. The importance of further development of the conception of sociocultural code is grounded.
