Theoretical bases are developed and priority directions of formation of the market of recreational services in region are determined, the estimation of a modern condition of use of potential of recreational resources is lead, scientific-methodical approaches and algorithms of development of regional programs of development of recreational sphere are proved. Methods of an estimation of an ecological regulation of development of recreational potential are developed. The offers and recommendations in practice of management are applied.
