The contemporary place of this rayon on the tourist services market is defined. The analysis of actual social-economic state of the rayon is completed, and the necessity of developing tourist industry as the main direction of town economy specialization is substantiated. Analysis of the state and main tendencies of development of tourist industry in rayon is given. Activities of local government and non-profit organizations are analyzed, that can become motive powers in developing tourism under conditions of a system, balanced work. Local experience and workings on developing tourism are investigated in terms of using them for the regional Program of tourism development. Priority practical steps to be used for realizing the project of tourism development in this rayon aredefined, as well as main directions of perspective investment-innovative projects. Special attention is paid to the analysis of necessity of personnel maintenance of this work, and its scientific accompanying. The developed document is a prerequisite and necessary stage for developing the deep diagnostics of the town and rayon tourist industry, and developing the correspondent Program of Tourism Development.
