Scientific and innovative activity in the oblast was analyzed, strategic approaches of ensuring of its innovative development were designed; potential and perspectives of development of technologies with high scientific capacity were proposed; the ways of improving of development of informational and broadcasting technologies of the region were elaborated; local budget revenues of the region and tax authorities of local governments were analyzed; the internal factors determining the economical activity of economic agents in districts and towns of the oblast were specified; ways of increasing of financial independence of local government and fiscal stability of local budgets were grounded; forecasting scenarios of financial resources balance of the oblast were worked out.
